In 2005 Colombo was aiming to become a world class city under the new President Mahinda Rajapakse and keeping it clean had been a part of his agenda.
Keeping Colombo clean had been a main concern of the Sri Lankan government, whose ministers were all working very hard to improve the urban life in the capital of Sri Lanka.
But some few bits of litter have always been a problem in Colombo City.
